Particles versus waves

Physicists hold on  to the idea of waves versus particles and thus refuse to address
questions in that area. As all has been decided! Yet a boundary enclosing static PARTICLES
subjected to a time varying field equates to Maxwells equations for radiation!
So how, or why, are particles dismissed from radiation when the above shows otherwise?
The above inferes that when a static particle is accelerated it gathers a charge.
Is there anybody available what is going wrong with the above understandings?
