Would there be a potential developed here? Youtube

Trusting that classical physics is deterministic, I have a few doubt or belief concerning charges in motion in a magnetic field.
In order to convey this effectively in the shortest possible time, this was converted into a video asking whether or not there would
be a potential developed under such a situation. Kindly requesting to  watch this simple 7 minute video and reply -----

Another but related doubt is concerning Lorentz contraction, where we take an uncharged wire with equal positive and negative
charge density, and on conduction, since  the electrons are moving, the effect of Lorentz contraction takes place increasing the
charge density of the conducting electrons and still we are left with an uncharged wire in the lab frame .
