Value of any physical constant fluctuates, however, so quickly that these fluctuations cannot be found out even the most high-sensitivity devices.
Devices fix average value of physical size. This value is constant (within accuracy of measurements).

Fundamental physical constants are generated thanks to even more fundamental processes. These processes more or are less casual. For the reason that they have various degrees of accident, various physical constants are generated.
