I got part a)
Because it is adding vectors I too F1(-10.2) and F2 (-16) therefore ..
F= sqrt( -10.2^2 + -16^2 )
= 18.97 = 19.
F=ma
a= F/m
= 18.97/27.0
= 0.703 m/s^2
tan*=-16/-10.2
*= 57.5 degrees below x-axis
i dont know b though ?
