When in matter light is not the fastest thing

Outside of matter in free space light is the fastest thing. Once it
gets into a medium of transparent matter it slows down. It has the same energy frequency but slower velocity. When in matter light isn't the fastest thing according to Cherenkov (radiation.) In matter light's speed is a slower relative. Matter is the cause of the effect of slowing light.
