Physics Of Water Skiing

This is the physics problem my group was given-

What is the minimum speed needed to pull an object attached to a rope over a water surface so that is does not sink. Investigate the relevant parameters experimentally and theoretically.

If any one has any idea as to how to investigate the parameters of this problem, and find the minimum speed needed, please post a reply. It would be greatly appreciated :)
