Hurricane Formation

Being hurricane season and all, I've decided to ask a couple of basic hurricane questions to get everyone thinking physically about hurricanes and perhaps to answer some questions people generally have about hurricanes. 

The question is the following:   Hurricanes don't form from 0 to 10 degrees latitude no matter how warm the water is at this latitude and believe me it is usually plenty warm enough to sustain a hurricane in the summer.  Why don't they form close to the equator?

Is it perhaps because there's not enough difference in the motion of various parts to make them spin?

After all - hurricanes spin because of the rotation of the Earth, and cyclones (ie in the S. hemisphere) spin the opposite way.


Or something.
